How to calculate Ohio municipal income tax

Ohio city income tax is separate from Ohio state income tax. For an employee, the municipality where the work is performed may tax the wages. A taxing home municipality may also calculate tax on resident income, but it can grant a full, partial, or zero credit for tax paid to the work municipality.

1 · Look up both addressesUse the physical work and home addresses in The Finder. A mailing city or ZIP code does not always identify the taxing municipality.
2 · Enter the credit ruleFind the home municipality's resident credit factor. Do not assume the two full city rates should simply be added.
3 · Review the paycheck impactThe result shows work tax plus any estimated home-city balance, annually and per selected pay period.

What the resident credit changes

The calculator first estimates work-city tax. It then estimates the home-city liability and subtracts the allowed resident credit, never reducing the home-city liability below zero. A 100% credit factor can eliminate the home balance when the work tax is at least as large as the home tax. A partial credit can leave an additional amount due to the home municipality.

This is why entering a single “Ohio local tax rate” can be misleading. Two employees with the same salary and work location may have different total municipal tax because they live in different municipalities with different rates and credit policies.

Do I add my work-city rate and home-city rate?

Usually not as two full rates. Apply work-city tax first, then calculate the home-city amount after any resident credit. The calculator performs that sequence.

What if my home address has no municipal income tax?

Enter 0 for the home-city rate. The estimate will show only work-city tax.

What if I work outside a taxing municipality?

Enter 0 for the work-city rate. If your home municipality taxes resident wages, the home-city estimate will remain.

Can I trust the city shown in my mailing address?

Not by itself. Ohio's Finder uses the physical address to identify the relevant municipality. Verify both addresses before entering rates.
